Presidential Proclamation 8405 issued September 2, 2009 in the Federal Register will implement new NAFTA Rules of Origin changes effective October 1, 2009.  The changes are being implemented principally to incorporate modifications to the rules of origin in the HTS to reflect those associated with the 2007 HTS modifications as implemented.

These changes may impact how your goods qualify for NAFTA. In many cases there may not be a change to the final outcome of eligibility, however, in some cases a good could now qualify where it did not under the former rule of origin (or vise versa).
